NOTES FOR GUIDANCE OF APPLICANTS FOR
CHILDREN’S CERTIFICATES
A licensed premises seeking a Children’s Certificate will be hoping to be seen as a “family pub”. To achieve this status the Board will consider imposing the following conditions:-
1. The area subject of the application should then be suitably defined by signs.
This will provide a readily recognisable area within premises which an adult can resort to with a child, thus avoiding uncontrolled dispersal of children throughout the whole premises.
2. The areas reserved for child occupation shall be subject to the requirement that such areas will allow accompanying adults to keep any such child within their sight.
This is to promote child safety and to avoid children roaming in other parts of the premises.
3. Heating appliances shall be adequately guarded, e.g. open fires, calor gas fires, bar fires.
4. Furniture and furnishings within the area controlled by the Children’s Certificate shall be safe in design with special attention to sharp edges, glass tables, elevated bar stools, etc.
5. A lidded bin, separate from that provided for hand towels, marked “For The Disposal of Soiled Nappies” shall be provided in the Ladies and Gents toilets. It is recommended that consideration be given to provision of baby changing facilities in larger premises, where it is appropriate to do so.
6. Access to stairs shall be adequately guarded.
7. Smoking should be discouraged in the area to which the Children’s Certificate applies, but if permitted, mechanical ventilation giving a ventilation rate of 30 cubic metres per hour – 6 air changes per hour, per person – should be installed.
NB: The area for which the Children’s Certificate is being applied should be shown on a floor plan accompanying the application.
