Child abuse can happen to children from any family background.  We all have a duty to protect children, whether we are professionals or private individuals.  If you think a child is being abused or neglected, phone the Children's Services duty social worker on 01875 824 090 (9am-5pm weekdays) or the emergency social work service on 0800 731 6969 (5pm-9am weekdays/all weekend).  Or phone the Police.
