Can I apply for a National Entitlement Card?

 

Yes, if:

  • You are 60 or over
  • You have learning difficulties or have mental health problems
  • You are blind
  • You are disabled

 

No, if:

  • You are under 60 years old and hold a current UK driving license
  • You are under 60 years old and are able to apply for a current UK driving license

 

 

What does the card look like?

What do the symbols mean?

 

The symbols on the bottom right hand side of the card define the concession the cardholder is entitled to:

 

                             C Basic     Entitled to concessionary travel

 

                              1 Companion      Entitled to have a travel companion

 

                             eye  Visually impaired

 

How & where do I apply?

 

At any East Lothian Library

  • Collect & complete relevant application form
  • Return completed form to library with a passport sized photograph plus any relevant documentation (details will be provided with form)
  • Libraries can provide assistance in completing the form if required

 

 

Where can I travel with the new card?

 

  • The National Entitlement Card can be used to travel by bus within mainland Scotland
  • You will not be able to use the card on certain “premium fare” bus services, for example Night Buses, Tours etc.

 

 

How much does it cost?

 

  • Cards are provided free of charge
  • Travel within mainland Scotland on standard bus services is free

 

 

Are there any rail concessions?

 

Yes. The Entitlement card showing East Lothian Council and the Concessionary Travel symbol will allow you half fare rail travel locally. This covers all stations in East Lothian, Edinburgh and West Lothian but the journey must start or finish at a station in East Lothian.

 

Additionally, visually impaired people who have the appropriate symbol on their card will enjoy free rail and free ferry travel throughout Scotland.

 

 

Why do I have to pay 50p if I go to the ticket office at the bus station for a long distance bus journey?

 

  • This is a seat reservation fee and is not compulsory
  • Seats on these journeys are only guaranteed on receipt of this fee

 

 

What should I do if I move house and I have an entitlement card?

 

Changing Address within East Lothian:

  • Contact 01620 827367 providing your new address details and your record will be updated

 

Moving into East Lothian from a different local authority in Scotland:

  • Contact old local authority and provide them with your new address details. Your record will be updated by them and transferred to East Lothian Council. East Lothian Council will then authorise the issue of a new Entitlement card to be issued to you.

 

Moving out of East Lothian to another part of Scotland:

  • Contact 01620 827367 , providing your new address details and your record will be updated and passed on to your new local authority. It is then the responsibility of your new local authority to organise the issue of a new card for you.

 

Moving outside Scotland:

  • Contact 01620 827367 informing them of the change
  • Return the card to East Lothian Council, Transportation Dept.

 

 

Why am I being asked to consent to data sharing?

 

  • The Council would like to share your personal details with departments and agents of the Council, other Scottish Councils and the Scottish Executive to create what is known as your “Citizen’s Account”
    Please note, sharing information with these bodies will NOT lead to you receiving junk mail.

 

 

What should I do if I lose or damage my entitlement card?

  • Telephone 0870 428 6942 immediately and report the card lost/stolen/damaged

 

 

How long should I wait to get my National Entitlement Card?

 

  • Cards should be received within three weeks of application
  • Telephone 0870 428 6942 if you have not received your card within this time
