Fuel Poverty Strategy - Consultation

 
East Lothian Council and its partners are committed to providing affordable warmth and ending fuel poverty.
The term 'fuel poverty' describes a situation where householders cannot afford to buy enough fuel to heat their homes to a reasonable level of comfort. It is caused by a combination of factors including:

Low household income
o
Poor insulation standards
o
Inefficient heating systems
o
Lack of access to cheaper fuels
o
Household behaviour and under-occupancy of properties.
The Housing Scotland Act (2001) requires the Scottish Executive to work towards eliminating fuel poverty by 2016. It also requires local authorities to come up with Local Housing Strategies that ensure (as far as reasonably practicable) that no one in their area lives in fuel poverty.  East Lothian Council is preparing the East Lothian Fuel Poverty Strategy to comply with this requirement.


The Consultation Process

The Council is working with a Steering Group of local partners to devise this strategy and is now seeking views about it, from service providers and community representatives. The consultation period runs until Tuesday 1st July.

To help you focus your responses we have prepared a set of questions that you can use as the basis for your reply, however open responses will also be taken. You can find questions on this attached document which you may fill in and return, however we will accept all types of responses.
