Strategic Planning Group Structure - Background

East Lothian Health and Social Care Partnership
The Integration Joint Board in East Lothian has approved a number of Directions for 2017/18 which give instructions to East Lothian Council and NHS Lothian on how funding should be spent and services improved. To deliver these Directions, we require Strategic Planning Groups to look at the issues and provide detailed strategic planning.

The Integration Joint Board agreed a group structure to support stakeholder involvement in strategic development as a replacement for the previous planning groups at their meeting in September 2015. These strategic groups were to be directly accountable to the Strategic Planning Programme Board and ultimately to the Strategic Planning Group and Integration Joint Board.

Thematic/care group Project Teams set out in September 2015 

  • Older People                           
  • Primary Care                       
  • Housing                         
  • Carers                         
  • Mental Health
  • Physical Disability                   
  • Learning Disability               

Their role would be to drive Strategic Change Programmes.

Their remit would include:

  • providing a rapid response approach to delivery of commissioned projects and workstreams
  • ensuring a culture of involvement, engagement and appropriate consultation in all work programmes
  • ensuring a clear line of sight to the priorities of the Strategic Plan
  • reporting in line with the agreed terms of operation
  • setting the tone and direction for partnership working
  • supporting the delivery of national and local targets in respect of health and social care
  • maintaining effective links with other partnerships in areas of joint concern.
All project teams would be led by a service manager linked to the programme of work and include comprehensive service user, carer and wider key partner/stakeholder involvement.

Terms of reference for each programme of work would be determined and agreed according to length of project, financial investment and timeline.

This is still very much the model that we are working to but over time we have rethought some of the groups. For example, the council already has a strategy group, so it would be more sensible for them to lead on this area.
