Eligibility criteria for National Entitlement Cards

You can apply for an Elderly and Disabled National Entitlement Card if:

  • you receive the higher rate of the mobility component of the Disability Living Allowance (DLA)
  • you receive the higher or middle rate of the care component of the DLA
  • you receive the DLA attendance allowance
  • you live in a care or residential home or hospital and are eligible for the higher or middle rate of the care component of the DLA attendance allowance

To claim for any of the above categories you'll need to provide proof of a current original award letter from the Department for Work and Pensions (DWP) or confirmation of award on form DBD 384.

You can also apply if:

  • you receive the war pensioners mobility supplement (you'll need to provide a current original award notice or letter from the Veterans Agency confirming you are receiving the mobility supplement)
  • you hold a Blue Badge (you'll need to provide your current Blue Badge or the latest V11 vehicle licensing reminder from the DVLA that shows the disabled taxation class)
  • your application for a driving licence has been refused or your licence has been revoked due to your physical fitness (you'll need to produce a letter from the DVLA that includes reference number D206 D235, D220 or NS57 confirming you haven't met the fitness standards required to drive)
  • you're under 17 and would be refused a driving licence due to your physical fitness (other than the persistent misuse of drugs or alcohol)
  • your ability to travel is impaired by a mental disorder which has persisted for more than a year and you need to travel to keep health and social care appointments or participate in activities as part of a treatment, care or rehabilitation programme (your application form must be signed by a social work manager)
  • you're terminally ill or have a progressively degenerative disorder that severely impedes your mobility and ability to carry out day to day activities (if you don't receive the higher rate of the mobility component of the DLA, you'll need to produce a copy of a DS1500 report or a hospice admittance letter confirming your condition)
  • you've lost:
    - one or both of your lower limbs
    - one lower limb and one upper limb
    - both upper limbs
    (if you don't receive the higher rate of the mobility component of the DLA, or the higher or middle rate of the care component, you will need to produce written confirmation from your prosthetics clinic/centre, physiotherapist and rehabilitation centre)
  • you're registered as blind or partially sighted
  • you receive PIP Mobility Component  - Standard Rate or Enhanced Rate
  • you receive PIP Daily Living Component – Standard Rate or Enhanced Rate
