Blindwells New Settlement Development Framework
The Blindwells New Settlement Development Framework was approved by East Lothian Council on 8 June 2010. The Development Framework has been prepared in line with the Strategic Environmental Assessment (SEA) process and an Environmental Report has been published, consistent with the Environmental Assessment (Scotland) Act 2007.
The Development Framework and Environmental Report were finalised following a public consultation period where copies of the draft Development Framework and Environment Report were sent to statutory consultees, local community organisations and Community Councils and publicised on the Councils web page. Representations received, the council's response to them and any amendments made to the Blindwells New Settlement Development Framework were presented and approved by East Lothian Council on 8 June 2010.
The East Lothian Local Plan 2008, Proposal H1, states that the new settlement is to consist of approximately 1600 houses and associated mixed use development; additionally, the local plan supports the principle of a further eastward expansion of the settlement beyond the current local plan allocation, should this be required in future.
The Development Framework will guide the preparation of a single masterplan for the entire allocated site. The framework sets out the infrastructure and design requirements expected by the Council for the new settlement, and it will be a material consideration in the determination of any planning application and masterplan for the allocated land.
The Development Framework also ensures that any masterplan design for the current allocation provides a deliverable solution, which also demonstrably allows the Council to consider a further eastward expansion of the settlement should this be subsequently be justified in a review of the Development Plan.
