The development control arm of ELCAS provides information and advice to the planning department, developers and archaeological contractors.
The main role of the development control arm of East Lothian Council Archaeology Service (ELCAS) is to assess planning applications submitted to both East Lothian and Midlothian Councils.
We determine if the proposed work is likely to have an effect on either known archaeological remains (or historic buildings) and/or any potential archaeological remains.
If a proposed development is thought to have archaeological implications then ELCAS will recommend that archaeological work is carried out either pre-determination or post-determination (i.e. before or during construction work).
Post-determination work is called a planning condition. This condition can take several forms. The development control side of ELCAS maintains close contact with other Council officers (including the Planning Department), as well as those outside the Council with a vested interest in archaeological matters, for example:
- Archaeology Scotland
- Historic Scotland
- RCAHMS
- ALGAO
- the National Trust for Scotland
- Commercial archaeological companies
