Health and social care workers permit details

NHS Lothian, any qualifying medical practice, East Lothian Council or a registered home care provider may apply to the Council for the grant of permits for use on qualifying vehicles, the keepers of which are health and social care workers.

The definition of a health and social care worker for the purposes of permit administration is a

GP, doctor, registered nurse or any other nominated persons carrying out domiciliary visits to patients residing within the Controlled Parking Zone

• person employed by a care provider registered with the Care Inspectorate carrying out domiciliary visits to patients residing within the Controlled Parking Zone
• social work staff including community care workers carrying out visits to clients residing within the Controlled Parking Zone

Permits will only be issued to those who meet one of these criteria.

Conditions of use

Health and Social Care Workers’ permits may be used by persons making domiciliary visits only.

Health and Social Care Workers’ permit holders can park in any permit parking place or combined parking place within any East Lothian Council Controlled Parking Zone.

Health and social care workers’ permit holders are not entitled to park in bays reserved for the exclusive use of:

• RNLI staff
• electric vehicles
• disabled motorists

All of the above are marked by a legend on the ground and/ or signing

Health and social care workers’ permit holders cannot use permits to exempt themselves from charges or time restrictions in parking places or off-street car parks within the Controlled Parking Zone.

Health and social care workers’ permit holders should always check the signage before parking and note that the permit does not permit:

• dangerous or obstructive parking including parking on, or near to a junction, or adjacent to dropped kerbs
• double parking
• parking on the pavement or verge
• parking in suspended bays or over access points to gardens, driveways or businesses
• parking where it would be an offence to do so, such as bus stops, on zigzag markings, or within markings at pedestrian crossings

Parking in contravention of any enforceable waiting and loading restriction may result in a Penalty Charge Notice being applied.

A Health and social care workers’ permit cannot be used outwith East Lothian’s Controlled Parking Areas and does not provide any concessions with any other Council parking or access scheme.

The permit may not be used for any purpose other than making domiciliary visits to the home of a client or patient living within the Controlled Parking Zone

for the personal or private business of the holder

to park in resident only spaces in privately run car parks or care homes or when parking in areas where other parking enforcements apply

for parking whilst out with a client or patient to attend an appointment or for other reasons, for example, shopping, taking out to lunch or fresh air

for parking whilst collecting medicines or supplies or shopping on behalf of clients or patients

outside or in nearby streets close to the address of the organisation to whom the permit was issued whilst on duty and not at a client address

Misuse of permits

The Council has the right to withdraw entitlement to a permit or cancel a permit for misuse if it has reason to believe that it is not being used in accordance with the regulations. The Council also reserves the right to ask for further proof to establish the way in which a permit is being used; this may include checking with the Area Health Authority or other official body. Any concerns that the permits are being used for reasons out with those permitted may be investigated under the Council’s or relevant employers Disciplinary Procedures.

To deliver our services we need to collect, store, use, share and dispose of personal information. This is known as data processing. The information collected when you apply for a parking permit will be used by the Council to process your application as we have an obligation under the law to maintain and manage roads in East Lothian.
