Residents’ visitor parking permit details
A residents’ visitor permit may only be issued to a qualifying resident for a visitor in possession of a qualifying vehicle (See Section 2 for what constitutes a qualifying vehicle). For the purposes of the following terms and conditions, a ‘qualifying resident’ is defined as:
- a person who is solely or mainly resident at premises the postal address of which is in a road described in Schedule 16; or
- any person who owns, leases and resides at the property on a long-term basis of any residential property the postal address of which is in a road described in Schedule 16 or where the said property is not the sole or main place of residence and is used as a second home or holiday home.
Schedule 16 is a list of roads, or part of a road, where permits will be issued. A copy is available upon request.
You will need to confirm where you live by uploading one of the following
- current Council Tax statement (in your name and for the address for which you are applying)
- utility bill (no more than 3 months old in your name and for the address for which you are applying)
- mortgage agreement (not a mortgage offer) (no more than 3 months old)
- rental / tenancy agreement (no more than 3 months old)
Resident’s visitor permits will be issued electronically with up to 20 daily permits available per household per annum. Each permit will last for 24 hours.
Vehicle Application Requirements
A qualifying vehicle is defined as a motor car constructed or adapted solely for carrying no more than 7 passengers (excluding the driver), a goods vehicle not exceeding 3050kg; motor cycle with a side car attached or an invalid carriage which in each case is not drawing a trailer or caravan.
Permitted parking areas
A residents’ visitor permit is only valid for parking in permit holders or combined parking places provided there are no further parking restrictions in force and as follows:
- Address located in Central Zone – permit valid in Central, East and West Zones
- Address located in East Zone – permit valid in East Zone only
- Address located in West Zone – permit valid in West Zone only
A residents’ visitor parking permit does not guarantee the holder a parking space.
Verification of parking permit
We do not issue paper copies of parking permits. On-street, Parking Attendants will use their handheld devices to check for a valid residents’ visitor parking permit using the vehicle registration number.
Conditions of use
Residents’ visitor permits can only be used for qualifying vehicles which must meet the application requirements at all times when using the permit.
Refunds
Refunds will not be offered for resident’s visitor permits.
Offences and penalties
It is an offence to mishandle, alter, make or fake any parking document with intent to deceive or to make a false statement in order to obtain such a document for yourself or any other person by virtue of section 115 of the Road Traffic Regulation Act 1984. Any person suspected of doing so will always be reported to the police who will refer the matter to the Procurator Fiscal for prosecution. The penalty if found guilty of mishandling, altering, making or faking any parking document is a maximum fine of
£5,000 or 2 years in prison. The penalty if found guilty of making a false statement in order to obtain such a document for yourself or any other person is a maximum fine of
£2,500.
Privacy
To deliver our services we need to collect, store, use, share and dispose of personal information. This is known as data processing. The information collected when you apply for a parking permit will be used by the Council to process your application as we have an obligation under the law to maintain and manage roads in East Lothian.

Only applications with an “Active” Residents’ Visitor Permit will be accepted as valid. An application with any other status such as “waiting for payment” is not considered valid and may lead to the issue of a parking ticket after which your vehicle may be removed to our Car Pound.
