Fleet services framework opportunities
Our fleet services framework brings together approved suppliers who can bid for work with us.
We’re refreshing our framework for 2026-2032. If you’re a licensed taxi driver, now is your chance to get involved.
Our fleet services framework will go live in April and mini competitions for Additional Support Needs (ASN) contract routes will be published in May and June. Further contracts will be available from Autumn and in 2027. Only approved providers on the framework can bid for work.

Framework
Our Fleet Services framework 2026-2032 will be available to join online from April from Public Contracts Scotland - we will add the link here as soon as it is live. While you can join the framework at any point during its duration, registering as soon as it is available means you have the opportuity to benefit from contracts that will be issued in May and June. Only people on the framework can bid for contracts.
Contract types
Contracts are broken down into lots based on vehicle size - from saloon cars to minibuses, wheelchair accessible vehicles and coaches. Within these lots, there will be a variety of routes. You can join a mini-competition for one or more routes. Contracts are awarded based on cost and quality.
What you need to work with us
To maintain high standards and meet our legal responsibilities, everyone on our framework must meet a number of requirements. These include standards for vehicles, appropriate licenses and insurances, compliance with GDPR and mandatory PVG Disclosure level 2 for Children and Protected Adults. Police Scotland will also carry out checks. Taxi drivers must hold a valid taxi license from East Lothian Council or another local authority to apply to our framework.
