1. Permits

Apply for a permit

People who live in one of the three Controlled Parking Zones can apply for a resident permit to park within their zone. They can also apply for one-day visitor permits for their visitors.

  • Residents’ permits cost £40 per annum (maximum 2 per property)
  • Residents’ visitor permits cost £4 per day (maximum 20 per year)

Permits can be used in resident parking bays and in paid for parking bays in the zone that corresponds with the property’s address:

  • East zone address: permit valid in east zone only
  • West zone address: permit valid in west zone only
  • Central zone address: permit valid in all zones due to limited spaces in central area.

There is no time limit for resident parking bays. There may be other restrictions in place for paid for parking bays, such as time limits. Please make sure you check the signage before parking in any other type of bay. 


2. Applying for a permit

You can apply for and manage your permit using our secure online system. You can also assign the permit to your vehicle.

Apply for a permit

Paper permits will not be issued as parking attendants will use their handheld devices to check for a valid permit using the vehicle registration number you supply.  

You will need to upload documents to support your application. This includes proof of your address, such as a current council tax statement, a utility bill, mortgage agreement or rental or tenancy agreement. These must all be in your name and listing the address you are applying for. Utility bills, mortgage statements and rental/tenancy agreements should be no more than three months old.

You will also need to upload proof that you are the registered keeper of the vehicle (V5C log book) or, if you are not, a copy of an insurance certificate that confirms that the vehicle is kept at the property.


3. Parking campervans or motorhomes

Motorhomes and campervans can only be parked at Haugh Road or Sewage Works car parks, not in on-street resident bays. You can apply for a resident permit to park your vehicle in those locations.


4. Merged permits

In exceptional circumstances, two vehicles may be registered to a single resident permit. This is known as a merged permit. Only one vehicle may be parked at a time and people must use their online account to assign the permit to the relevant vehicle each time they park. Requests for a merged permit should be emailed to parking@eastlothian.gov.uk


5. Change of address details

If you move outside the controlled parking zone, you can apply for a refund for any time remaining.

If you move to another property within the same zone, you will need to update your address details on your online account. You can use your same permit to park.

If you move to another property in a different zone, our parking team will explain how to change your permit.

There are options available to help you if you move, such as temporary permits while your move is completed. Please contact the parking team if you required this service.


6. Change of vehicle details

As your permit is linked to your vehicle registration number, you need to update your online account if you change vehicles. The change will need to be approved before your permit can be used on the new vehicle.

You can also apply for temporary changes if your registered vehicle is unavailable and you have a courtesy car, for example. Please read the terms and conditions for full details or contact our parking team.


7. Renewals and refunds

You will receive an automatic renewal notice before your permit expires. This will be sent to the email address on your account so please keep this up-to-date.
