Local Air Quality Management

We have a duty under the Local Air Quality Management (LAQM) to regularly review and assess air quality in the interest of public health.

This process is designed to identify areas of poor air quality using the UK Air Quality Strategy Objectives for various pollutants such as Nitrogen Dioxide (NO2) and Particulate Matter (PM2.5 and PM10).

We complete our Local Air Quality Management (LAQM) duties by managing an extensive air quality monitoring network, assessing results and reporting.

This network with live air quality information can be viewed on the Air Quality in Scotland Website.

We report annually on Air Quality Strategy Objectives. Please view our latest Air Quality Annual Progress Report below.

Air Quality Management Area (AQMA)

We have a duty to report on existing or anticipated areas of poor air quality which are declared via Air Quality Management Areas (AQMA).

An order declaring an air quality management area in East Lothian came into effect on 13 November 2013.

The order covers the area around the High Street (A199), Musselburgh from its junction with Newbigging and extending westwards to the junction with Bridge Street and Mall Avenue.

As air quality in the area has improved in recent years, the Council have consulted on the revocation of the AQMA and are currently in the process of finalising this revocation. For further information, please view the revocation documents below.

Air quality - Vehicle Emissions

Vehicle Emissions

Report smoke from a bus or lorry

If you are concerned about the emission of smoke from a bus or lorry, on the UK Government website there is a form that can be completed and the complaint will then be investigated by Driver and Vehicle Standards Agency (DVSA).

We are also part of the Vehicle Emissions Partnership with three other Councils (Falkirk, West Lothian and Midlothian). The partnership aims to reduce harmful vehicle emissions by educating drivers about the effects.

Any information regarding smoky and idling vehicles can be found on the partnership’s Switch Off and Breathe website

Report an idle vehicle

Vehicle idling for our area can be reported via the Switch Off and Breathe website using their online form.

Air Quality - Eco Stars

ECO stars

ECO Stars, a free environmental fleet management recognition scheme, operates in East Lothian.

The scheme encourages and supports operators of HGVs, vans, buses and coaches run their fleets more efficiently. ECO Stars fleet experts assess each fleet, award a star rating based on current performance and produce a 'roadmap' of recommendations which will help operators to reduce emissions and costs. Membership is free to all fleet operators, no matter what size the fleet is. East Lothian Council are members of the scheme and are proud to have recently been awarded a 5 star rating.

The East Lothian scheme was set up in 2016 and aims to help improve air quality throughout the County, reduce CO2 emissions across the Lothian's and support fleet operators to reduce costs.

For more information visit the ECO stars website.
