Working with people to help them reduce their offending is a key part of community supervision, whether it’s used instead of a prison sentence or as support after release on licence.

Caledonian System

The Caledonian System is a programme that works with men who have been convicted of domestic abuse, with the aim of improving safety and wellbeing for women, children, and men. It only works safely when all parts of the system are involved, as working with men alone can increase risks to women.

The system includes three key services:

  • The Men's Service - a two‑year programme that includes individual, group, and follow‑up work.
    It helps men recognise their abusive behaviour, take responsibility, and improve how they relate to partners, ex‑partners, and children.
     
  • The Women's Service - provides safety planning, information, advice, and emotional support to women affected by the abuse. Workers also link with services like social work and police to help keep women and their families safe. Women whose partners are not suitable for the programme still receive support focused on safety and referrals to other services.
     
  • The Children's Service - supports children affected by domestic abuse and works with other agencies to make sure they receive the right help and that their voices are heard.

The whole system is based on assessing risk and need, with a strong focus on managing any potential harm to women and children. The men’s programme focuses on reducing the risk of future abuse, while the women’s and children’s services focus on safety and wellbeing.

East Lothian’s Justice Social Work Team was a finalist in the Scottish Social Services Awards 2022 in the Excellence in Justice Services category for their strong delivery of the Caledonian System.
