Landlord Eligibility for ABS Funding (2025–2026)
Area Based Schemes (ABS) support energy efficiency improvements in privately owned homes within areas of fuel poverty. Landlords may qualify for assistance under specific conditions.
Private Landlords
Private rented properties may be eligible where:
- ·The landlord owns three or fewer properties, held in a personal capacity (not via a company).
- ·The property is occupied, and the tenant is in, or at risk of fuel poverty.
- ·Landlord participation is necessary to deliver a wider ABS project benefiting fuel poor households.
Funding rules
- ·A landlord may receive one full ABS grant in kind only, further properties require a contribution.
- ·For a second or third property, the Council will normally request a minimum contribution of £950, unless there are exceptional circumstances.
Higher contributions may be required depending on project costs and property type. East Lothian Council have discretion to set these.
Social and Commercial Landlords
Landlords owning more than four properties are not usually eligible unless:
- ·Their participation is essential (e.g. “missing share” scenarios).
- ·Approval is granted by the Scottish Government ABS Team.
Restrictions
Detached or semi-detached properties owned by social or commercial landlords are very unlikely to be approved.
These landlords will normally be expected to contribute at least 50% toward fabric improvement costs.
Important Notes for All Landlords
ABS funding is provided as grant in kind to cover installation of energy efficiency measures, it is not a direct cash payment to landlords.
Councils assess eligibility based on project needs, fuel poverty criteria, property type and compliance with PRS regulations.
Contributions may be required, particularly when a property is not occupied by a fuel poor household or where project costs exceed standard ABS funding levels.
