Haddington proposals

  • It is proposed to retain the short-stay parking 90-minute maximum stay restrictions on High Street, Market Street and Court Street and introduce parking charges. There would be 30 minutes of free parking followed by a charge of £1.00 per 30 minutes thereafter up to the 90-minute limit
  • The initial proposals called for on-street parking charges and limited waiting on High Street, Market Street and Court Street between 8:30am to 6:00pm each day including Sunday. Following the consultation and engagement process, it is proposed to restrict parking charges and limited waiting to Monday to Saturday from 8:30am to 6:00pm 
  • The initial proposals retained resident permit parking within the 90-minute maximum stay restrictions on the High Street, Market Street and Court Street but with an annual fee to cover administration costs.  Following the engagement, it is proposed to formalise the permit scheme with marked/signed bays, a clear definition of permit eligibility and an administration fee
  • The initial proposals assigned The Sands as resident permit parking with Church Street assigned as combined charged on-street medium-stay, with a maximum stay of five hours and resident permit parking. The permits would carry an annual fee to cover administration costs. Following the engagement, it is proposed to introduce combined resident permit parking and medium-stay parking at The Sands.  The medium stay parking on Church Street and The Sands would allow a maximum stay of six hours with charges of £0.50 per 30 minutes Monday to Saturday
  • The initial proposals called for the introduction of medium-stay on-street charged parking on Knox Place with an exception for resident permit holders. The charges would be £0.50 per 30 minutes up to a maximum stay of five hours. Following the engagement, it is proposed to remove Knox Place from the on-street charging scheme
  • The initial proposals assigned the Neilson Park Road car park (part of the John Muir House complex) as medium-stay off-street parking with parking charges. The charges would be £0.50 per 30 minutes up to a maximum stay of five hours. The proposals also looked to integrate East Lothian Council employees parking through the issuing of permits. Following the engagement, the maximum stay in the car park would increase to six hours and permits would be introduced for John Muir House staff
  • The initial proposals assigned the long-stay car park near Tesco as long-stay parking where parking charges would be introduced. The charges would be £0.50 per 30 minutes up to a maximum of £5.00. Following the engagement, it is proposed that charges would be retained at then £0.50 per 30 minutes up to a maximum of £5.00 and parking permits would be introduced for council staff
  • The initial proposal assigned Newton Port as a short-stay car park with 30 minutes free parking and charges of £1.00 for up to 60 minutes and £2.00 for up to 90 minutes. Following the engagement, it is proposed to introduce a 45-minute maximum stay on Newton Port with no parking charges
  • The initial proposal did not include Mill Wynd or the Aubigny Sports Centre. Following the consultation, it is proposed to introduce double yellow lines and waiting, loading, and unloading restrictions on Mill Wynd to protect junctions - subject to detailed design work - and a maximum stay at the sports centre car park of 90 minutes with no parking charges
