What is the Blue Badge Scheme?

The Blue Badge scheme allows severely disabled people travelling either as drivers or passengers across the UK to park in certain restricted areas. As long as the journey is being made for you, and you're in the car with your badge, you can travel in any car. For more detailed information, please visit the MYGOV.SCOT web site. 

Blue Badge Pilot Scheme

At the end of 2013, Transport Scotland conducted a Call for Evidence which sought to gather information on extending the eligibility criteria for the Blue Badge scheme to include people, who as a result of a diagnosed mental disorder, have little or no awareness of danger from traffic. As a result, Transport Scotland set up a Working Group to consider if it was appropriate to extend eligibility to; "People, who as a result of a diagnosed mental disorder or cognitive impairment, have no awareness of danger from traffic and are likely to compromise their safety, or the safety of others."

The Working Group recommended a pilot scheme to consider how best to effect a change on a permanent basis. The pilot scheme originally ran from 1 April 2016 for a 12 month period but has now been extended.  People who think they may be eligible should contact East Lothian Council using the details at the side of this page. If a decision is made to award a badge then this will be issued for a 12 month period.

You can download an application form here or get in touch with East Lothian Council using the contact details at the left of this page and we will send you one by post. There are three categories of application:

  1. INDIVIDUAL APPLICATION FORM (Without further assessment - automatic eligibility)
  2. INDIVIDUAL APPLICATION FORM (Subject to further assessment – discretionary)

The automatic eligibility application form should be completed by anyone who meets the following criteria:-

  • Registered Blind.
  • Receive Higher Rate of the Mobility Component of Disability Allowance or Personal Independence Payment (PIP) for Planning & Following Journeys / Moving Around, from Department of Work and Pensions.
  • Receive War Pensioner’s Mobility Supplement.
  • Receive qualifying award under the Armed Forces and Reserve Forces (Compensation) Scheme.
The discretionary application form should be completed by all other applicants who have a walking difficulty, they may be asked to attend a medical assessment.

You must return your application with a up to date colour (not black and white) passport sized photographs of yourself.

All applications are subject to a £20 administration charge. This charge will apply to new, renewed and replacement blue badges (if the original was lost or stolen and reported to the police).

Please make a payment of £20.00 for the Blue Badge, cash payments can be made in person at your local area office.  Alternatively debit/credit card payments can be made using the online payment system or by calling the number above.

Cash payments should be made at Court Street payments desk at John Muir House, Haddington, rather than Environment Reception

Using your Blue Badge in Europe

The Blue Badge is recognised in all European countries. Displaying it on the dashboard allows you to take advantage of the same parking concessions allowed for the country's own citizens with a disability.

Concessions differ from country to country, so it's important to check where, when and for how long you can park in each country.
