Demand for specialist Additional Support Needs provision

Across Scotland, 43% of children and young people have Additional Support Needs and this figure is rising. Demand for specialist provision in East Lothian has more than doubled since 2020/21.

We have dedicated ASN provision in three primary schools and three of our secondary schools. These spaces are valued by parents and their wider school community for the specialist and inclusive support they offer.

However our dedicated school estate is now at capacity and we need to expand to meet roll projections.

We are currently consulting on proposals to create new specialist ASN provisions at Law Primary School, Stoneyhill Primary School and Musselburgh Grammar School.

Why we are consulting on these proposals

We want:

  • better and more targeted support for children and young people across East Lothian who need additional help
  • inclusive schools where everyone has the chance to thrive
  • an environment that recognises different needs and removes barriers to learning

Formal statutory consultation is needed under the Schools (Consultation) (Scotland) Act 2010 to establish new specialist ASN provisions.

What this would mean

The aim is to make sure every child and young person can learn in the way that suits them best.

These dedicated learning environments would be designed for pupils from across East Lothian with ASN which are assessed as severe, complex and enduring. Learners would be placed in provision by the Education Resource Group (ERG).

How the ASN provision would work

Children and young people placed in the provision would still be pupils of their respective schools, taking part, as appropriate to their needs, in school events, subjects, social times, and activities. Lessons would be more personalised, with a focus on building confidence, skills and wellbeing.

The space would be structured and designed to help young people feel safe and included. Provisions are staffed with a higher staff to pupil ratio. Staff will have specialist skills and training to support children and young people with complex needs.

Where appropriate, children and young people in the mainstream school could access learning opportunities in the provision. Similarly, children and young people in the provision could access the mainstream.

Why we have chosen these schools

Law, Stoneyhill and Musselburgh Grammar have been identified following analysis of their roll projections which revealed sufficient capacity for ASN expansion. They would offer specialist provision in areas where there is currently none.
