3.4 Duties of the Treasurer
The management of funds is the overall responsibility of the Management Committee, with the Community Development Officer/ Centre Head usually responsible for the management of day-to-day finances and timely reporting.
If there are autonomous groups affiliated to the building, they should be advised to keep proper records and it should be made clear to them that affiliation to the building places a requirement on them to be accountable to the Management Committee.
The Community Development Officer/Centre Head should assist the Treasurer as needed with financial management, for example:
- Cash handling and recording systems.
- Developing an accounting system suitable for the building’s needs.
- Preparation and submission of the annual audited accounts to the Annual General Meeting.
- Preparation and submission of financial reports to meetings of the Management Committee or as otherwise required.
- Supporting the committee with forward financial planning.
- Preparing accounts for independent examination/audit and submission to OSCR
